HUD-Funded Continuum of Care

The Continuum of Care (CoC) is the total sum of all the projects of the Kern County Homeless Collaborative (KCHC) that are funded by the U.S. Department of Housing and Urban Development's Office of Special Needs Assistance Programs (HUD-SNAPS) through a competitive grant process.

The KCHC applies for funding for CoC projects collectively once a year, usually in the fall/winter. Currently, the KCHC agencies that are receiving HUD CoC funding for projects to house and assist the homeless are (in alphabetical order): Alliance Against Family Violence and Sexual Assault, Bakersfield Homeless Center, California Veterans Assistance Foundation, Clinica Sierra Vista, Flood Bakersfield Ministries, Greater Bakersfield Legal Assistance, Griffin's Gate Sober Living Center, Hearthstone Community Services, Housing Authority of the County of Kern, Kern County Mental Health Department, and Women's Center High Desert.

The application process for CoC funding usually begins prior to HUD's announcement of its CoC Notice of Funding Availability (or NOFA). In anticipation of the NOFA release, the Homeless Collaborative requests that potential applicants turn in a Letter of Intent (LOI) to apply for funding via the HUD-CoC application process. The LOI announcement is usually publicized through the KCHC website and list serve, as well as in the local newspaper. Only Kern County Homeless Collaborative dues-paying members in good standing are eligible to submit an LOI and apply for HUD CoC funding.

In 2013, HUD's Office of Special Needs Assistance Programs (SNAPS) will be providing guidance on how to prepare for the NOFA through a series of communications whose links will be posted below for everyone's convenience as the information is released by HUD. EVERYONE intending to apply for HUD CoC funding in 2013 is strongly encouraged to read these communications from our federal funder.
